At lvl 9, your next quest step will at some point read "Twilight Village is off limits.". Because Chinagame this means you need to go to TV and kill the boss there. Doing it on normal and killing the 5th boss there did the trick for me.

The requirement for getting 3rd Inner is a Tier 8 School Identity, or second inner lvl 30+, or Jianghu reputation 70K+. To get those books, go to Zhang Qingrou at 275,107 where you have to buy Emei Secret Order using school certificates, then do those missions.
Basic Tier
Levels 1-9. Orders cost 15 certs each.
Emei Secret Order 1 (1) Just using your autopathing and kill the mobs there.
Emei Secret Order 2 (2) In Chengdu, go outside Huanhua Sword Set. Kill 5 of them and you are done.
Emei Secret Order 3 (3-4) A simple fetch quest.
Emei Secret Order 4 (5-6) This quest you will have to find the spy in Tangman, and just talk to her and you are done. Go to the location via Auto pathing and the spy should be patrolling around the staircase.
Emei Secret Order 5 (7-9) A simple esort mission. Talk to the Chen Ya via autopathing, and then escort the sister across main yard. Turn in the quest. You won't be fighting any enemy here too. Just stick close to the sister and you are done.
Advanced Tier
Levels 10-18. Orders cost 20 certs each.
Emei Secret Order 6 (10) A simple kill 5 npc quest.
Emei Secret Order 7 (11) Another boring fetch quest. Nitre = Saltpetre rocks in north-east.
Emei Secret Order 8 (12-13) Long quest in Emei with lots of walking and talking and one attacker.
Emei Secret Order 9 (14-15) Teleport to Chengdu and talk to Yang Yuxin. At the crime scent click the items with the arrows. One will be hard to click, but it's there. When talking to the witnesses, save time by going to east one first. Once you report back to the constable again, it will tell you to look outside Yamen. At this point walk out of the constable area to the street on foot to trigger a cutscene. Tail the npc. After the scripted sequence kill the poison-maker and loot the altar.
Emei Secret Order 10 (16-18) This quest used to be horribly bugged, but not anymore. Right-clicking the magical bird tells you to go to Luoyang, then will tell you which direction the npc is in relative to yourself. According to others who already finished this quest, they found her at these co-ord

For each quest, you have to find her, then beat up some mobs, find her again, beat up some more mobs, yep find her again, you guessed it, beat some more mobs, finally find her again and return the quest. You have to repeat it 3 times so in total you have to find her 12 times across several random spots on the map. Good luck! Fortunately she seems to stay put at her spot for a while so if you are fast you can do it in one go by just going back to where you found her the last time.
Intermediate Tier
Levels 19-36. Orders cost 20 certs each. Pages 32-36 require you to combine multiple copies of page 31.

Emei Secret Order 13 (22-23) Turn in a successful school patrol mission.
Emei Secret Order 14 (24-27) Cycle of two missions
In Chengdu, follow quest chain and get told to find magistrate. Walking into the specified area is a small instance. Kill the three poisoners; feel free to ignore the rest.
The quest will then send you to a small cave area. Invite in two people from your social menu by selecting "Random Encounter" from the right-click dropdown for friends, followers, or acquaintances. Swim down through the tunnel and fight Qin Donglai, who has way too much hp. Talk to the sister afterwards to complete the quest. The spinning circle behind Donglai is a teleport back to Chengdu.
You can enter the cave again by walking onto the same corner of the beach while the quest is active. This quest can be completed by multiple Emei at the same time so team up. OH MY GOD THIS IS BULLSHIT TO SOLO DON'T DO IT, IT TAKES AN HOUR

In Emei, talk to the tracker-indicated people in Plum Village (no arrows shown while inside for some reason)
In Emei, autopathing stuff. When it asks for Grass, it spawns a hoe in your quest items with the location (472,402). Use it there a couple of times. When it asks you to jump off the cliff, kill the mysterious man, then the 3 wolves.
In Emei, talk to all the indicated people. In Tangmen, talk to the NPC near the PCV doctor. You will then need to get a Secret Letter quest item that drops from a PCV boss. Ask someone who runs it to send you one. Give the letter to the NPC outside.
Alternatively, the NPC will give you a token you can redeem to start a mini-instance. Form a team and give it back to the NPC to enter. Inside should be another NPC that will teleport you directly to the associated boss. This does not have any level requirement like PCV would.
