Leveling Get your internal skill (Meditation) to level 21. This is a good point to consider leveling martial skills as it is unlocks the 6 man array and gives you a decent pool of Internal Force (henceforth referred to as IF) to balance out the increased cost (14/20/28/36) of attack skills.
Note that rage, parry and some utility skills do not cost IF. These skills can be safely leveled to 5, with the only drawback being the time spent to do so.
Damaging skills gain 45% base damage per level. This is additive, so level 5 damage is equal to 280% of level 1 damage. Meanwhile, the IF cost per skill is 514% that of level 1. Fourth skill sets (not available yet) instead have higher level 1 damage, and gain an additive 20% per level.
Stat scaling (Brawn, Breath, Balance) remains the same at all levels, so you see greater returns for lower level skills.
General: Shaolin should pick from one of the three available block skills. Golem Subdues Evil does more damage than Blocking Horse Step, with no drawbacks to compensate, so it is the clear choice between the two. HuanShi's Elderly Blessing boosts the damage of some Weituo skills and is therefore the best choice if you plan on playing Weituo.
Long Style Boxing
PvP: Flower-Stirring Step should be leveled to 4 or 5. It's a very powerful rage skill, and your main source of damage in prolonged fights. Due to Advance To Land A Blow's conditional use and high base damage, it is also worthwhile to level to 4. Other skills can be left at 2-4, depending on how you feel about managing your IF.
Group PvP: It may seem counter-productive, but Flower-Stirring Step is one of the best things you can bring to group PvP. By switching to Bhodidharma's Stick, you can quickly generate the rage necessary to single someone out in a group and kill them with Long Style Boxing. You will want to put less emphasis on Advance To Land A Blow and instead focus on the skills that let you control your targets or stay on the move, Fleeing Steps Steal The Heart, Split Earth Asunder and Feint Step Intercepts Elbow.
PvE: You may want to leave Dual Hands Seal The Sky at level 2, to use it as a filler attack, but otherwise the advice above still applies.
Bhodidharma's Stick
PvP: Don't bother leveling Boundless Dharma past 3. It does very little damage and its main purpose is AoE control. Buddhism Releases Soul is a powerful charge attack, and should be leveled to 3-4 for single target damage. Buddha's Light is not particularly useful in PvP and can be left at 2. Other skills should be leveled to 2-4 at your leisure. It is worthwhile to level Long Style Boxing's Flower-Stirring Step and use it when you absolutely need more single target damage.
Group PvP: Shift your focus to Myriad Buddhas Return, leveling it to 3-5. It is your main source of AoE damage, and extremely powerful if used correctly. Buddhism Releases Soul can be worthwhile to help you pick single targets off, but do not neglect Sakyamuni Comes To Earth and Heal The World.
PvE: Myriad Buddhas Return is your bread and butter here, but Buddha's Light becomes much more useful against groups of stationary enemies. Level both to 3-5, other skills to 2-4 and Heal The World to 2-3.
Weituo Stick
PvP: Like Long Style Boxing, Weituo's White Dragon Returns to Sea can be very powerful. Level it to 4-5. And like Bhodidharma's Stick, Weituo's charge attack is quite powerful and should be leveled to 3-4. Level other skills to 2-4 based on personal preference. Secrets of the Hidden Tigers is a filler attack and can be left at 2.
Group PvP: Level Dragon Soars Over the Plain to 3-4, but otherwise advice is the same as above. Again, Bhodidharma's Stick can be a good source of rage to help you pick targets off.
